All the Soviet Super Heroes (and some villains by American standards) were trying to figure out what to do with themselves after the Soviet Union fell apart. They form a new group called Winter Guard. Some join, some go rouge, some quit. It was one of those things that marvel had to do because of the huge changes sweeping the world.
