I think I saw that once when I was flipping around channels on the TV late at night. If I remember correctly, the scientist developed the formula by accident. After killing a giant dragonfly (which had regressed after eating his formula), the scientist accidentally drops some of the bug's blood into his pipe. I think you can guess what happens next.
"That was some nicotine buzz, there, Lou! It really brought out the beast in me! Har har!"
What a forgettable movie. Which makes me wonder why I'm remembering it now.
